Liu Liehong emphasized the need to increase investment in the data sector, stating that manufacturing enterprises should prioritize the development and utilization of data resources just as they do for technological research and development and equipment updates. They should enhance investment throughout the entire process of data collection, storage, computation, management, and utilization, accelerate the construction of high-quality data sets in the industry, and empower the implementation of "Artificial Intelligence +" in the industry and enterprises. There should be increased investment in the data industry, actively cultivating various types of data enterprises in resources, technology, services, applications, security, and infrastructure. A market awareness of paying for high-quality data should be fostered, forming a consensus on "paying for high-quality data" similar to purchasing advanced equipment and introducing high-end technology, allowing data to be used in circulation and to appreciate in value during use, thereby truly creating a favorable situation where data is supplied, flows smoothly, is well utilized, and is secure.
