
Qianhai Management Bureau: Further improve the Shenzhen-Hong Kong cooperation mechanism and accelerate the promotion of the construction of the Shenzhen-Hong Kong dual headquarters base
Qianhai issued the "Qianhai Action Plan for the Construction of the Deep-Hong Kong Deep Integration Development Leading Area 2026," requiring breakthroughs in aligning with Hong Kong regulations by the end of this year and further improving the cooperation mechanism between Shenzhen and Hong Kong.
Huang Ziqian, Chief Liaison Expert for Hong Kong and Macau at the Qianhai Management Bureau, stated that this year's main tasks include accelerating the promotion of the "Shenzhen-Hong Kong Exchange" dual headquarters base construction. Large-scale or unicorn enterprises headquartered in Hong Kong, after project selection, can establish another linked headquarters in Qianhai in the Greater Bay Area, which can obtain a villa-style office building of 2 to 3 stories, averaging 15,000 to 25,000 square feet. This will facilitate enterprises in utilizing Hong Kong as a platform for fundraising and global outreach while also leveraging Qianhai's manufacturing and technology transformation capabilities.
Mo Weixuan, General Manager of Qianhai DreamWorks Operating Company, indicated that an investment network centered on Shenzhen and Hong Kong will be established, placing early-stage or growth-stage technology companies on the same platform as investors in the Greater Bay Area, allowing both parties to exchange information and invest in each other, with USD and RMB funds as the foundation. Qianhai will also establish a Shenzhen-Hong Kong ecological cooperation partner program, including industrial and market resources, investment and financing institutions, and achievement transformation, aiming to create a complete innovation and technology ecosystem.
Additionally, the Qianhai Management Bureau is planning a "Hong Kong People and Enterprises Service Center" to improve the living support for Hong Kong and Macau residents in the mainland, while assisting small and medium-sized enterprises in finding business partners, funding, and markets
