The Ministry of Civil Affairs of the People's Republic of China has issued guiding opinions on further promoting technological innovation in civil affairs. The goal is to continuously improve the system and mechanism for technological innovation in civil affairs by 2030, with sustained increases in technological investment, significant improvements in innovation levels and effectiveness, breakthroughs in a number of key core technologies, the formation of a batch of landmark technological achievements, a noticeable increase in the localization rate of high-end equipment and products, and the emergence of a group of leading talents, innovative teams, and technology-based enterprises in civil affairs technological innovation. The integration of civil affairs technological innovation and industrial innovation will provide strong support for serving economic and social development and enhancing the well-being of people's lives.
Among these, in strengthening technological support in the fields of aging and elderly care services, there will be widespread application of cutting-edge technologies such as humanoid robots, brain-computer interfaces, and artificial intelligence. Key technological equipment research and development will be carried out in areas such as prevention of disability and dementia, anti-aging, daily care and rehabilitation nursing, mental comfort and promotion of social participation, safety risk monitoring and emergency rescue, construction of age-friendly living environments, and renovation for the elderly. This will promote the integrated development, safety, and large-scale application of products related to meal assistance, mobility assistance, toileting care, eating and dressing assistance, hygiene and bathing assistance, transfer and transportation, rehabilitation training, psychological intervention, emotional companionship, monitoring and early warning, and emergency response.
Efforts will be made to vigorously promote the deep integration of elderly care service technology equipment and products with typical service scenarios such as home, community, and institutions, forming comprehensive solutions for multi-scenario care for the elderly, and developing high-performance intelligent elderly care service robots. A sound technical standard system for the fields of aging and elderly care services will be established, with standards formulated for basic general use, technical products, management services, facilities and equipment, and information security
