The Secretary for Innovation and Technology, Sun Dong, stated at a Legislative Council meeting that the government has supported over 500 potential or leading innovation and technology enterprises to develop, settle, or expand their businesses in Hong Kong since 2023, covering areas such as life and health technology, artificial intelligence and robotics, as well as advanced manufacturing.

He mentioned that the authorities have launched a HKD 180 million "Innovation and Technology Accelerator Pilot Program" to attract professional service organizations to establish accelerator bases in Hong Kong to support startups. Additionally, the authorities launched a HKD 3 billion "Frontier Technology Research Support Program" in September last year to attract top international technology talent to develop in Hong Kong.

Regarding the Hong Kong Science Park in the Lok Ma Chau Loop, the park officially opened in December last year. More than 60 technology enterprises and institutions from both local and overseas have signed to settle in the two operational wet laboratory buildings, occupying 80% of the total floor area of the two buildings, mainly engaged in cutting-edge technology fields such as artificial intelligence and data science, life and health sciences, as well as microelectronics, new energy, and robotics technology. Meanwhile, the development planning layout for the second phase of the park has been completed, with a total floor area of up to 2 million square meters provided by both phases, an increase of about 70% compared to the original plan. In terms of personnel flow, the west cross-river connection bridge project connecting the two parks in Hong Kong and Shenzhen was also officially launched in December last year.

As for the San Tin Technology City, it will develop with "three hubs and three industrial development belts." In response to the timeline of relevant land acquisition and civil engineering departments' land leveling projects, it will be divided into five development phases, from introduction, industrial ecosystem extension, urban-rural integration, to completion phase. The government will fully promote the relevant development, including considering establishing a dedicated company model to jointly participate in development with the market, utilizing market resources to enhance development speed and optimize development costs. The government will propose phased development plans in a timely manner according to the land supply timeline
