China Index Academy: Central state-owned enterprises actively enter the real estate agency construction business, with some companies making early layouts in the urban renewal track

The China Index Academy released an analysis report on the current situation of real estate agency operations, pointing out that central state-owned enterprises (SOEs) are actively entering the agency construction sector and developing rapidly due to their resource advantages. With the frequent introduction of favorable policies such as urban renewal and old renovation, some companies are also exploring agency construction in this field, seeking opportunities in first-tier cities like Guangzhou and Beijing.

The report, combined with data from the "2025 China Real Estate Companies Sales Performance Ranking," shows that among the top 50 companies by sales, 30 have scaled up their agency construction business, accounting for 60%, of which 18 are central SOEs, accounting for nearly 40%. Among the 16 central real estate SOEs nationwide, 12 have already engaged in agency construction, with 4 establishing independent agency construction companies to carry out this business.

At the same time, central SOEs developed rapidly in the agency construction sector last year, with some companies significantly increasing their newly signed planned construction area, such as China Railway Real Estate, which saw a 51% year-on-year increase in newly signed planned construction area, and China Minmetals Real Estate (00230.HK) and China Railway Construction Real Estate, which both saw their newly signed planned construction area more than double year-on-year.
